According to Bloomberg.com, rates for Texas 30-year mortgages held at the lowest level on record as fewer Americans sought loans for home purchases.

The average rate for a Texas 30-year fixed loan was unchanged in the week ended today at 3.87 percent, the lowest in records dating to 1971, Freddie Mac said in a statement. Financing applications for home purchases declined 6.9 percent in the past four weeks, said Paul Diggle, property economist for Capital Economics in London, citing figures from the Mortgage Bankers Association. “At some point, mortgage applications will have to improve to keep the recovery in home sales going,” Diggle said in the note. “We believe that faster jobs growth and slightly looser credit will provide this boost to mortgage demand.”

Dallas mortgage rates climbed from the lowest level on record after better-then-expected economic data and optimism that Europe’s debt crisis will be contained drove up yields for the Treasuries that guide home loans.

The average rate for a Dallas 30-year fixed loan increased to 4.12 percent in the week ended today from 3.94 percent, Freddie Mac said in a statement today. That was the lowest in Freddie Mac records dating back to 1971. The average 15-year rate rose to 3.37 percent from 3.26 percent last week, according to the McLean, Virginia-based mortgage-finance company.

Ten-year Treasury yields, a benchmark for mortgages, rose to a six-week high yesterday after European Commission President Jose Barroso called for a “coordinated approach” to recapitalize the region’s banks. U.S. employers added more workers than forecast in September while the jobless rate held at 9.1 percent, the Labor Department said last week.

“The economic news has not been nearly as bleak as we’ve become accustomed to,” said Keith Gumbinger, vice president of HSH Associates, a loan-data firm in Pompton Plains, New Jersey. “Money has crept its way out of the safe havens of Treasuries and back into equities and there’s been a slight lift in interest rates as a result.”

Texas mortgage rates inched up this week after they had dropped for eight consecutive weeks and reached their lowest levels in decades. That’s not what the Fed expected, but for now the eurozone, not the Fed, is calling the shots in the mortgage world.

 The benchmark Texas 30-year fixed-rate mortgage rose 1 basis point this week, to 4.3 percent, according to the Bankrate.com national survey of large lenders. A basis point is one-hundredth of 1 percentage point. The mortgages in this week’s survey had an average total of 0.37 discount and origination points. One year ago, the mortgage index was 4.5 percent; four weeks ago, it was 4.37 percent.

The benchmark Texas 15-year fixed-rate mortgage rose 5 basis points, to 3.47 percent. The benchmark 5/1 adjustable-rate mortgage rose 8 basis points, to 3.13 percent. Despite the recent increases, mortgage rates are expected to remain near record lows at least through the end of the year, some mortgage experts say.

The rate on the most common type of mortgage set a record low this week, as investors were hit with more bad economic news. The super-low Austin mortgage rates may become the new norm, mortgage analysts say.

The benchmark 30-year fixed-rate mortgage fell 4 basis points this week, to 4.41%, according to the Bankrate.com national survey of large lenders. A basis point is one-hundredth of 1 percentage point. The mortgages in this week’s survey had an average total of 0.43 discount and origination points. The benchmark 15-year fixed-rate mortgage rose 5 basis points, to 3.63%. The benchmark 5/1 adjustable-rate mortgage fell 3 basis points, to 3.12%. This is the lowest rate on the 30-year fixed since Bankrate started the weekly mortgage survey in September 1985. The previous record was 4.42%. Rates reached that level on Oct. 20, 2010, and Nov. 3, 2010.

Texas fixed mortgage rates fell to at or near record lows. That’s good news for the few who can afford to buy a home or are able to refinance.

Freddie Mac says the average rate for the 30-year fixed mortgage fell to 4.32 percent this week from 4.39 percent. The 30-year loan hit a record low of 4.17 percent in mid-November.

The average rate on a 15-year fixed mortgage, a popular refinancing option, fell to a record low of 3.50 percent, from last week’s record rate of 3.54 percent.

Mortgage rates tend to track the yield on the 10-year Treasury note. A weakening U.S. economy has led many investors to shift money from stocks to bonds, which are seen as safer bets. That has pushed Treasury yields to historic lows.

The average rate on a 15-year fixed mortgage has fallen to a record low, leading to an increase in refinancing applications. But cheaper loans are unlikely to lift the struggling housing market or boost the weak economy.

The rate on the 15-year loan, a popular refinancing option, dropped to 3.54 percent this week from 3.66 percent last week, Freddie Mac said Thursday. That’s the lowest since the mortgage buyer began tracking it in 1991. Analysts say they believe it is lowest rate of all time. The average rate on the 30-year fixed loan fell to a yearly low of 4.39 percent from 4.55 percent the previous week.

Mortgage rates tend to track the yield on the 10-year Treasury note. A weakening U.S. economy has led many investors to shift money from stocks to bonds, which are seen as safer bets. That has pushed Treasury yields to their lowest level this year. Bond yields fall as demand increases.

Low mortgage rates and depressed home prices have had little impact on home sales. Sales of previously occupied homes fell in June for a third straight month to a seasonally adjusted 4.77 million. The pace is lagging behind the 4.91 million homes sold last year — the fewest since 1997.

New-home sales also declined in June and are trailing last year’s sales, which were the worst on records dating back nearly half a century. Many people can’t take advantage of the low mortgage rates. Banks are insisting on higher credit scores and larger down payments from applicants. Others have too little equity invested in their homes to qualify for loans. Refinance applications increased at the end of July, the Mortgage Bankers Association said Wednesday. But activity remains almost 30 percent below last year’s level, the MBA said.

Mortgage rates have been near historically low levels for almost two years. Last year, the average rate on the 30-year loan fell to 4.17 percent — the lowest level in four decades. The 15-year fixed loan dropped to 3.57 percent, a previous record low.

Texas mortgage rates were again little changed over the past week, as readings on the U.S. economy continued to show mixed signals, according to Freddie Mac’s weekly survey of mortgage rates.

“Macroeconomic data released this week were a mixed bag,” said Freddie Mac Chief Economist Frank Nothaft. “On the positive side, the index of leading indicators in June rose for the second consecutive month, beating the market consensus forecast. Partly offsetting this, orders for durable goods were weaker than market expectations for the same month.” http://www.mylendingplace.com/

The 30-year fixed-rate mortgage averaged 4.55% for the week ended Thursday, up from 4.52% the previous week and last year’s rate of 4.54%. Rates on 15-year fixed-rate mortgages averaged 3.66%, flat from last week though down from 4% a year earlier.

Five-year Treasury-indexed hybrid adjustable-rate mortgages averaged 3.25%, down from 3.27% last week and 3.76% a year ago. One-year Treasury-indexed ARM rates averaged 2.95%, down from 2.97% in the prior week and 3.64% in the prior year.

To obtain the rates, 30-year fixed-rate mortgages required an average payment of 0.8 point, while 15-year fixed rates required an average 0.7 point payment. A point is 1% of the mortgage amount, charged as prepaid interest. Five-year adjustable rate mortgages required an average 0.6-point payment, while one-year adjustable rates required an average 0.5 point payment.
